APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to accept private funding
in the amount not to exceed $10,000 from Richard Heath and Associates (RHA), Inc., for the California LifeLine
Program Outreach Campaign to inform and educate low income households of discounted telephone services
available to eligible Californians.
FISCAL IMPACT:
Up to $10,000 private funding from RHA, Inc.
BACKGROUND:
The California Public Utilities Commission has contracted with RHA, Inc., to manage the California LifeLine
Program Outreach Campaign. The campaign is designed to inform and educate low income households of the
discounted telephone services available to eligible Californians. Contra Costa County has been selected as an
outreach partner effective signing the RHA agreement until August 18, 2014. Contra Costa County shall provide
staff training to ensure individual staff have received training from RHA; Contra Costa County shall

CONSEQUENCE OF NEGATIVE ACTION:
Employment and Human Services Department will not receive funding for this important service.
