ADOPT Position Adjustment Resolution No. 21569 to add one (1) permanent full-time Administrative Services
Assistant III (APTA) (Represented) at salary level ZB5-1631 ($5,432.92 - $6,603.75) and cancel one (1) vacant
permanent full-time Mental Health Clinical Specialist (VQSB) (Represented) position #15220 at salary level
OT2-1384 ($4,382.92 - $6,506.46) in the Health Services Department.
FISCAL IMPACT:
Upon approval, this action will result in the an annual increased cost of $2,736.20, including pension cost of $414.46.
BACKGROUND:
The Health Service Department is requesting to add an Administrative Services Assistant III position for Mental
Health Administration Children's Program Chief's Office in the Behavioral Health Division. The Administrative
Services Assistant III classification would better suit the managerial and administrative needs of the division
especially in the areas of monitoring contract programming, manage the contractual agreements, budgets and service
plan. The Mental Health Clinical Specialist position has been vacant

BACKGROUND: (CONT'D)
since April 2013. The Department has determined that the new Administrative Services Assistant III position will
meet its needs. There is minimal fiscal impact for this action as the two classifications are similar compensation.
CONSEQUENCE OF NEGATIVE ACTION:
If this action is not approved, the Mental Health Administration Children's Program Chief's Office in the Health
Services Behavioral Health Division will not be able to manage and monitor its contractual agreements, budgets
and service plans as effectively.
CHILDREN'S IMPACT STATEMENT:
This action includes one position allocated to the Children's Program Chief's Office in the Mental Health
Administration within Contra Costa County's Health Services Behavioral Health Division.
