ADOPT Position Adjustment Resolution No. 21566 to add two (2) permanent part-time (32/40) Exempt Medical
Staff Dentist (VPW0) positions at salary level 1P5-2119 ($8,863 - $11,920) and two permanent full-time Registered
Dental Assistant (V9WG) positions at salary level QB5-1085 ($3,164 - $3,845) in the Health Services Department.

FISCAL IMPACT:
Upon approval, this action has an annual cost of approximately $524,676.10, which include $186,260.01 in pension
costs. The cost is partially offset by Health Resources and Services Administration (HRSA) grant funds of $121,350
and the remaining cost is offset by Federally Qualified Health Care (FQHC) revenue.
BACKGROUND:
The Health Services Department is requesting to add two (2) permanent part-time (32/40) Exempt Medical Staff
Dentist positions and two permanent full-time Registered Dental Assistant (V9WG) positions assigned to Public
Health Clinic Services' School-Based Health Clinics and Health Care for the Homeless Clinics. These positions are
necessary to staff the newly expanded dental services in the two programs to provide low cost, on-site accessible
dental services to

BACKGROUND: (CONT'D)
qualified students under the age of 19 years in elementary and high schools in West Contra Costa, Mt. Diablo,
Pittsburg and Antioch Unified School Districts, and for homeless County residents in the Concord Respite Clinic.
Upon approval, this action has an annual cost of approximately $524,676.10, which include $186,260.01 in
pension costs. The cost is partially offset by federal grant funds of $121,350 Health Resources and Services
Administration (HRSA) received by the Health Care for the Homeless Program, and the remaining cost is offset
with Federally Qualified Health Care (FQHC) revenue.
CONSEQUENCE OF NEGATIVE ACTION:
If this action is not approved, the Health Care for the Homeless Program will lose the grant funding and there will
not be adequate dental staff to provide expanded dental care services, which will negatively impact direct patient
care.
CHILDREN'S IMPACT STATEMENT:
This action is necessary to staff the expanded dental services in Public Health Clinic Services' School-Based
Clinics serving qualified students below the age of 19 years in approximately 39 elementary and high schools
throughout Contra Costa County.
