HomeMy WebLinkAboutMINUTES - 12022014 - C.52RECOMMENDATION(S): ADOPT Position Adjustment Resolution No. 21552 to add one (1) EHSD Division Manager (XADD) (represented) position and allocate to salary plan and grade ZA2/1841 ($6,890-$8,395) in the Employment and Human Services Department, Adult Protective Services Unit of the Aging and Adult Services Bureau. FISCAL IMPACT: Approval of this position will result in an increase of Annual Salary by $171,276. This position will be funded 70% State revenue and 30% 2011 Realignment. The annual pension cost is $36,099. BACKGROUND: Since the 2008-2009 Adult Protective Services (APS) Division reductions, the goal has been to rebuild the capacity of the program to adequately respond to and serve the protective service needs of older and dependent adults of Contra Costa County. The current Division Manager is covering the responsibilities of both the APS and Area Agency on Aging (AAA). This new position will restore the full-time Division Manager for APS. The APS program requires a full-time Division Manager to oversee program planning and operations, work with community partners/volunteers and educate the public on the prevalence of elder and dependent adult abuse in the community and how to report it. The stability of the APS program funding is through realignment to the counties, future plans will include additional staffing expansion and the restoration of access within the Public Health and Mental Health pools of Health Services. CONSEQUENCE OF NEGATIVE ACTION: If the EHSD Division Manager position is not added the Adult Protective Services program cannot meet the basic mandates to manage the operation in serving and protecting older and dependent adults in Contra Costa County.
