Acting as the Governing Body of the In-Home Supportive Services Public Authority, ADOPT Position Adjustment
Resolution No. 21479 to retitle the Public Authority Benefits 311 Clerk (8IH8) to Public Authority Benefits Clerk
Specialist (8IH8) (non-county), reallocate the salary and set on salary schedule 8JX 1136 ($3,320.62 - $4,240.57) and
reclassify one Public Authority Senior Benefits Clerk (8IH7) to Public Authority Benefits Clerk Specialist (8IH8) in
the IHSS-Public Authority.
FISCAL IMPACT:
Upon approval of this position will increase Annual Salary by $102, 818. This will also result in additional retirement
cost by $38.660. This position will be funded Federal 56%, State 28.6%, County 15.4%
BACKGROUND:
The Public Authority Benefits 311 Clerk classification is vacant and has not been used by the IHSS-Public Authority
since 2007. The IHSS-Public Authority division is requesting to retitle Public Authority Benefits 311 Clerk
classification to Public Authority Benefits Clerk Specialist, in order to appropriately reflect and assign higher level
responsibilities. The

BACKGROUND: (CONT'D)
Public Authority Benefits Clerk Specialist will be responsible for the administration of the Contra Costa Health
Plan A-2 for 2,000 IHSS providers, and will report to the IHSS Public Authority Account Clerk Supervisor.
Responsibilities will include determining initial and continuing eligibility for the health plan and for COBRA;
analyzing various situations related to eligibility and making independent decisions; managing premium
payments and billing. Human Resources has created the Public Authority Benefits Clerk Specialist job
specification with the input of the department.
CONSEQUENCE OF NEGATIVE ACTION:
If this action is not approved, Public Authority will not have the appropriate level classification to oversee the
management of the IHSS providers health plan coverage and COBRA administration. Not having the designated
personnel to administer health plan and COBRA for the IHSS providers would result in Public Authority failing
to comply with the SEIU-UHW memorandum of understanding guidelines regarding the administration of the
health plan, including timelines for eligibility, enrollment and termination, and COBRA compliance. In addition,
Public Authority will continue to incur annual contractual costs to manage the administration of COBRA. In
2012, the Public Authority had a cost savings of approximately $25,000 in annual contractual costs as a result of
managing the health plan and COBRA in-house for the IHSS providers/
