HomeMy WebLinkAboutMINUTES - 12022014 - C.45RECOMMENDATION(S): ADOPT Position Adjustment Resolution No. 21373 to reclassify position #1795 and its incumbent from Account Clerk-Advanced Level (JDTD) (represented) at salary plan and grade 3RX 1133 ($3,309-$4,226), to Office Manager (JJHC) (represented) at salary plan and grade ZAX 1369 ($4,180 - $5,338) in the Public Works Department. FISCAL IMPACT: This action would result in a cost to the Department of approximately $368.09 per month or $4,417.08 for the first year, which will be covered by charge-outs to customer departments. (100% Interdepartmental Charges) BACKGROUND: The Account Clerk-Advanced position currently performs duties that are equivalent to that of an Office Manager. After a thorough evaluation of the incumbents PDQ, it has been determined that the tasks performed are highly specialized, complex in nature, and require the ability to work with a high level of independence in an environment that requires office management but lacks administrative staff. Due to this unique environment, the tasks performed by the Account Clerk-Advanced are more appropriately categorized by the Office Manager classification. Bueren, Public Works Director/Chief Engineer Date:December 2, 2014 Contra Costa County Subject:Request to reclassify Account Clerk-Advanced Level to Office Manager in the Print and Mail Services Division BACKGROUND: (CONT'D) In 2005, when the Account Clerk position for Print and Mail Services was filled, it was responsible for duties including accounts payable and receivable, answering phone calls, payroll, and other clerical duties. Since then, the Print and Mail Services Division has undergone numerous staffing changes, including the retirement of the Print and Mail Services Supervisor and the Storekeeper and the loss of the Print and Mail Services Manager and the Lead Print and Mail Services Technician. With each change, the Account Clerk's job duties have evolved and now performs additional tasks such as supervising and training clerical staff; preparing detailed work order instructions; ordering and recording inventory; monitoring and budgeting expenses for equipment and supplies; interviewing and selecting staff; and assigning and reviewing work to clerical staff as well as production area employees whose work is extremely specialized to the print and mail field. The Account Clerk has become the main point of contact for the Print and Mail Services Division of Public Works and is responsible for completing numerous tasks unaided. This position communicates with various County departments assisting their employees with placing Online Work Orders, printing orders, assisting with complaints, and advising of status updates and deliveries and is responsible for the selection of appropriate vendors for supply orders and outside printing jobs based on factors such as vendor pricing and availability. After reviewing the job tasks, the duties have been found to fall within the Office Manager classification (approximately 75%). CONSEQUENCE OF NEGATIVE ACTION: If this reclassification is not carried out, the Account Clerk-Advanced position will not be properly compensated for the work that is being performed. Additionally, duties and tasks that are essential to the County will have to be seized from the Account Clerk-Advanced position to avoid potential grievances regarding employees working out of class. Removal of these specialized tasks from this position would prove to impede the daily functions of the County. CHILDREN'S IMPACT STATEMENT: Not Applicable. ATTACHMENTS P300 21373
