FISCAL IMPACT: No Impact BACKGROUND: The Hazardous Materials Incident Response Team participated in the Urban Shield Exercise on September 7, 2014. Eleven different hazardous materials incident response teams participated in this year’s event. Contra Costa County was the only health department-based hazardous materials incident response team to participate. The Hazardous Materials portion of Urban Shield consisted of six (6) scenarios: 1. Simulated attack involving multiple chemicals to produce a toxic gas, 2. Biological agent released onto luggage in a plane in an attempt to get the passengers sick, 3. A terrorist attack involving railcars containing Bakken Crude, 4. Chemical warfare agent lab, 5. Chemical warfare agent lab, and 6. Each team was given two (2) hours to solve each scenario. Each Hazardous Materials Incident Response Team was graded on their ability to assess the threat, determine an action plan to mitigate the situation, and exercising that plan. This annual competition challenges and prepares local hazardous materials incident response teams for an actual chemical/biological/nuclear incident in the San Francisco Bay Area. The Contra Costa Hazardous Materials Incident Response Team won this event for the second time in three years. Last year the team placed second and third with the best combined score of any team. The team participating this year consisted of five (5) members who have been on the team for less than one year. This year’s team included: Karine Abramians (Hazardous Materials Specialist II) Amanda Ackerman (Hazardous Materials Specialist I) Nick Umemoto (Hazardous Materials Specialist II) Adam Springer (Hazardous Materials Specialist II) Maria Duazo (Hazardous Materials Specialist II) Matt Kaufmann (Assistant Director of Hazardous Materials Programs) Tod Hickman (Hazardous Materials Specialist II) Ian Williams (Hazardous Materials Specialist I) Daniel Vazquez (Hazardous Materials Specialist I) Trisha Asuncion (Hazardous Materials Specialist II) The team was able to win this year because of extraordinary team, strong leadership from the veteran team members, and the willingness of the new members to learn and do whatever it takes to get the job done. The members of the team that did not participate in Urban Shield this year also contributed heavily in providing leadership and a commitment to excellence by training new team members.
