APPROVE and AUTHORIZE the Public Works Director, or designee, to execute Amendment No. 1 to the
Consulting Services Agreement (CSA) with Vali Cooper & Associates, Inc. (Vali Cooper), effective October 6, 2014,
to increase the payment limit by $29,108 to a new payment limit of $232,408, for construction management services
for the Marsh Creek Detention Facility Bridge Replacement Project. Project No. 4660-6X4015, Federal Project No.
BRLO-5928(068)
FISCAL IMPACT:
This project, including the CSA, is funded by 90% Federal Highway Bridge Program Funds and 10% General Fund.
BACKGROUND:
This project will replace an existing bridge structure at the end of its service life with a new bridge built to current
design standards. The project will improve public safety by providing a safe river crossing for all legal vehicles. The
existing bridge is also a constriction to flow in Marsh Creek and has been closed due to erosion damage during heavy
rain events. The project will include opening up the creek

BACKGROUND: (CONT'D)
area for flow in Marsh Creek under the new bridge to prevent future erosion issues at the structure. There will be no
road closures. Construction management services are required for the construction phase of the Marsh Creek
Detention Facility Bridge Replacement Project.
Vali Cooper was selected to provide these services after completing a request for qualifications, solicitation, technical
proposal, and interview process.
Public Works has successfully negotiated with Vali Cooper to provide the construction management services.
Proposed Amendment No. 1 will amend payment limits in order to provide additional construction management
services that are needed for final completion of the project.
CONSEQUENCE OF NEGATIVE ACTION:
The project would be delayed and federal funds would be in jeopardy.
