HomeMy WebLinkAboutMINUTES - 12022014 - C.04RECOMMENDATION(S): APPROVE and AUTHORIZE the Public Works Director, or designee, to execute Amendment No. 2 with Kimley-Horn and Associates, Inc., effective November 1, 2014, to increase the payment limit by $150,000 to a new payment limit of $650,000 to provide additional transportation engineering services for the Bailey Road/State Route 4 Interchange Project, Project No. 0662-6R4121, and extend the termination date by one year to a new termination date of November 1, 2016, Bay Point area. FISCAL IMPACT: The project is funded by the Measure J – Pedestrian Bicycle and Trail Facilities Program (69%) and the Road Fund (31%). BACKGROUND: On November 6, 2012, the Board of Supervisors approved a Consulting Services Agreement with Kimley-Horn and Associates, Inc., to provide transportation engineering services for the Bailey Road/State Route 4 Interchange Project (Project). The Project required preparation of a Project Initiation Document (PID) for modification of the ramps at the Bailey Road/State Route 4 intersection. BACKGROUND: (CONT'D) the Board of Supervisors approved Amendment No. 1 to the agreement to provide additional services to prepare a Preliminary Environmental Analysis Report (PEAR), as required for the project. The Public Works Department has been coordinating the Project with the California Department of Transportation (Caltrans) to evaluate alternatives for the Project. Based on information from Caltrans, the preferred alternative selected does not require a PID and a Permit Evaluation Engineering Report (PEER) should be prepared for the Project. CONSEQUENCE OF NEGATIVE ACTION: Development of the Bailey Road/State Route 4 Interchange project could be delayed, ultimately delaying improvements. CHILDREN'S IMPACT STATEMENT: Not applicable.
