FISCAL IMPACT: No fiscal impact. This presentation is informational only. BACKGROUND: At 4:03 p.m. on Sunday, October 19, 2014, multiple units responded to a report of smoke and a smoke alarm sounding from an apartment building on Geary Road in the City of Pleasant Hill. Engine 2 (Pleasant Hill) arrived to find smoke coming from an upstairs apartment. Initial reports indicated that no one was at home in the apartment. Engine 5 (Pleasant Hill) began an aggressive interior fire attack and search. Quint 1 (Walnut Creek) ventilated the roof. Engine 15 (Lafayette) provided a water supply and a rapid intervention crew. Truck 6 (Concord) assisted with ventilation. While conducting a search, the crew from Engine 5 (Pleasant Hill) found a female victim inside the apartment. A successful rescue was executed. The fire was extinguished, and a salvage and overhaul operation was completed by the on-scene crews. The Fire Marshal and a Fire Investigator were dispatched to conduct the investigation. In total, 20 personnel were on scene. Crews responded from stations in Pleasant Hill, Concord, Walnut Creek, Lafayette, and Martinez. Assistance was provided by the Pleasant Hill Police Department, AMR, and PG&E. This incident illustrates the importance of early detection. The smoke alarm and a rapid, aggressive fire attack contributed to saving the occupant's life and minimizing property damage. CONSEQUENCE OF NEGATIVE ACTION: No impact. Diablo Blvd, Lafayette) Response time= 9 Minutes Truck 6 (Willow Pass Rd., Concord) Response time= 12 Minutes Battalion 1 (Boyd Rd, Pleasant Hill) Response time= 9 Minutes Battalion 2 (Willow Pass Rd, Concord) Response time=13 Minutes Initial Response 15 Firefighters and 2 Chief Officers 4 Engine 2 arrived at scene and found light smoke in the area, assuming Geary IC. Captain 2/Geary IC locates a “working fire” in an upstairs unit, requests a 2nd alarm. A semi-conscious adult female was found on the living room floor by Firefighter 5. The victim was carried out of the fire area. On scene, Advanced Life Support was provided to the victim by Engineer 2 and Training Captain 10. Fire District Paramedic rode into the hospital to assist with Patient care. Victim sustained burn injuries and smoke inhalation.
