HomeMy WebLinkAboutMINUTES - 11042014 - C.61RECOMMENDATION(S): Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Contract #22-378-33 with Brighter Beginnings, a non-profit corporation, in an amount not to exceed $201,594, to provide case management services for the Black Infant Health Project, for the period from July 1, 2014 through June 30, 2015. FISCAL IMPACT: This Contract is funded 100% by the California Department of Public Health, Maternal, Child and Adolescent Health Branch, for the Black Infant Health Project. No County funds are required. The budget includes no rate increases. BACKGROUND: The Black Infant Health Project was created to provide services mandated by the State Department of Health Services to develop a partnership for reducing the African-American infant morbidity and mortality rates. This Project meets the social needs of the County’s population by providing case management services to pregnant and/or parenting women and their infants in East and West County, including those in the African-American Community. Due to lengthy negotiations with the Contractor and delays in receiving the State allocation, the Division is requesting the start date of July 1, 2014, to allow no disruption in services. Contractor continued to provide services in good faith. Approval of Contract #22–378–33 will allow the Contractor to continue providing services through June 30, 2015 CONSEQUENCE OF NEGATIVE ACTION: If this contract is not approved, pregnant and/or parenting women and their infants in East County and West County will not receive State mandated Black Infant Health Project case management services intended to reduce African-American infant morbidity and mortality rates. CHILDREN'S IMPACT STATEMENT: This Maternal and Child Health Program supports the County’s “Children and Youth Healthy and Preparing for Productive Adulthood” community outcome by providing outreach to encourage pregnant women to receive prenatal medical care and avoid behaviors that would increase the risk to the health of their unborn children. Expected program outcomes include a decrease in the number of babies born with health problems requiring medical care.
