Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Novation
Contract #24-715-1 with Odd Fellow – Rebekah Children’s Home of California, a non-profit corporation, in an
amount not to exceed $250,000, to provide residential mental health services including day treatment and therapeutic
behavioral services (TBS) to County referred children for the period from July 1, 2014 through June 30, 2015. This
Contract includes a six-month automatic extension through December 31, 2015, in an amount not to exceed $125,000.
FISCAL IMPACT:
This novation contract is funded 50% by Federal Financial Participation and 50% by Mental Health Realignment.
(No rate increase)
BACKGROUND:
This Contract meets the social needs of County’s population by providing mental health services, including day
treatment and TBS, in a residential setting to children

BACKGROUND: (CONT'D)

In February 2014, the County Administrator approved and the Purchasing Services Manager executed, Contract
#24-715 with Odd Fellow – Rebekah Children’s Home of California for the provision of residential mental health
services, including day treatment and TBS, to County referred children for the period December 1, 2013 through
June 30, 2014, which included a six-month automatic extension through December 31, 2014.
Approval of Novation Contract #24-715-1 replaces the automatic extension under the prior Contract and allows the
Contractor to continue providing services through June 30, 2015.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, children in need of residential services will need to be sent to alternative treatment
locations, possibly further from Contra Costa County.
CHILDREN'S IMPACT STATEMENT:
This program supports the following Board of Supervisors’ community outcomes: “Children Ready For and
Succeeding in School”; “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide
a High Quality of Life for Children and Families”. Expected program outcomes include an increase in positive social
and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).
