SUBJECT: RELOCATION OF CALIFORNIA CONSERVATION CORPS TO CONTRA COSTA COUNTY
;;EC,IFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1. Find that the California Conservation Corps renders services which are
of public benefit to county residents and government, and that the
Corps proposed move to Richmond will result in additional public
benefit to Contra Costa County.
2. Authorize a one-time county payment to the Richmond Unified School
District of $10, 000 to be applied to the cost of housing the Califor-
nia Conservation Corps at Fairmede Elementary School in Richmond.
3. Direct the General Services Department to continue negotiations with
the School District to reduce or eliminate future County payment.
BACKGROUND:
On August 19, the Board supported the proposed Corps ' move of the Califor-
nia Conservation Corps from Treasure Island to Contra Costa County ( see
attached recommendation) . Additionally, the Board authorized the chair to
send letters requesting funds for the relocation to the State and other
agencies.
To date, efforts by Supervisors Powers to facilitate the move have yielded
positive results. However, one stumbling block has been the amount of the
lease cost requested by the School District. A County payment of $10,000
toward this cost would aid in expediting an agreement. Also, continued
County staff involvement in negotiating an agreement would insure that all
alternatives for an agreement will be explored. .
The Corps furnishes a variety of services which significantly benefit
county residents and government. The Corps provides many hours of weed
abatement services for the Contra Costa County Flood Control and Water
Conservation District. In conjunction with the Office of Emergency Servi-
ces, the Corps provides disaster relief assistance and public protection
services within the county. For six months of the year, the Corps main-
tains two fire crews in the East Bay to fight fires to the county. The .
Corpsproposed move to Richmond would make the Corps' services more
readily available to county residents and .government and would result in an

from the county and other public entities served by the Corps to cover the
cost of housing the Corps at Fairmede Elementary School.
The County budget units do not have a contingency fund for such items as a
lease cost for Contra Costa County. However, $10,000 can be diverted from
other capital projects (Budget Unit 0111) for this one-time cost. (See
attached budget appropriation adjustment) .
