APPROVE and AUTHORIZE the Public Works Director, or designee, to execute the Fourth Amendment to Lease
with Nancy Weil, Julius Aires, Nina Weil, Thomas Kasten, Kendra Kasten, Charles Marks, Gladys Marks, Alexander
Lithgow, Karen Lithgow, Robert Kaden, and Eleanor Kaden (Lessors), for a five year extension, beginning January
1, 2015 and ending December 31, 2019, with an annual rent payment of $260,307.00, for approximately 13,995
square feet of office space located at 2120 Diamond Boulevard, Concord, as requested by the Health Services
Department, under the terms and conditions set forth in the lease amendment. (WLP862).
FISCAL IMPACT:
100% Permit and Inspection Fees.
BACKGROUND:
On April 27, 1999, the Board of Supervisors approved a lease between Contra Costa County (County) and Lessors
for occupancy by the Health Services Department - Environmental Health Division. On July 14, 1999, the Board
approved a First Amendment to Lease to expand the premises 1,251 square feet and extend the lease. On January 24,
2006, the Board approved a Second Amendment to Lease to expand the premises 4,233 square feet and extend the
lease to December 31, 2011. On December 6, 2011, the Board approved a Third Amendment to Lease to extend the
lease to December 31, 2014. This Fourth Amendment to Lease provides for the County’s continued occupancy of the
premises by the Health Services Department - Environmental Health Division.

CONSEQUENCE OF NEGATIVE ACTION:
If this Fourth Amendment to Lease is not approved, the County would have to relocate the Health Services
Department - Environmental Health Division office to another location at a substantial cost.
