ADOPT Resolution No. 2014/428 to 1) grant an exemption to Contra Costa County Salary Regulations Section 3.1
through and including 3.3 and 2) adjust the salary step of the incumbent of position no. 2489 (employee number
80103) in the classification of Board of Supervisors Assistant – General Secretary – Exempt (J993) in the District III
Office from step one (1) to step four (4) of salary plan and grade ($4,349.59 - $5,286.95), effective December 1,
2014.
FISCAL IMPACT:
Upon approval, this action will result in an annual cost of approximately $11,851, including approximate pension
costs of $2,880. These additional costs will not impact the District III office’s FY 2014-15 budget due to the position
being forecasted at top salary step, based on the incumbent at the time of budget development being at step 5 of the
salary range.
BACKGROUND:
Due to the resignation of a Field Representative in the District III office, employee number 80103 has been assigned
duties normally handled by a more senior employee. This employee has performed in an exemplary manner and
assumed additional duties and responsibilities that has enabled the District III office to operate more efficiently and
effectively. There is a need to recognize the efforts of the work being performed by this individual and to
appropriately compensate her. Therefore, the appointing authority is recommending that the salary regulations be
waived in this case to adjust the salary step within the Board of Supervisor Assistant-General Secretary classification
salary range and place this employee at step 4, effective December 1, 2014.

BACKGROUND: (CONT'D)
> The pertinent sections of the Salary Regulations are in Section 3: Salary Administration – Anniversary Dates
and Increments of the Salary Regulations:
Section 3.1, Designated, states, “Each permanent employee has an anniversary date for pay purposes as
herein provided.
Section 3.2, Increments Within Range, states, “The salary of each employee, except those with employees
already at the maximum salary step of the appropriate salary range, shall be reviewed on the anniversary
date as set forth in Section 3.1, to determine whether the salary of the employee shall be advanced to the
next higher step in the salary range. Advancement shall be granted only on the affirmative recommendation
of the appointing authority, based on satisfactory performance by the employee.
Section 3.3, Frequency of Increments, states, “increments within range shall not be granted more frequently
than once a year, nor shall more than one step within-range increment be granted at one time.
CONSEQUENCE OF NEGATIVE ACTION:
If this action is not approved, the District Office will not be able to compensate the incumbent appropriately for
the significant changes that have been made to the encumbent’s duties and responsibilities.
