FIX Tuesday, December 2, 2014 at 9:00 a.m. for a public hearing to consider adoption of a resolution establishing and updating the itemized professional and service rates for the Environmental Health Division of the Health Services Department, to be effective January 1, 2015. 2. DIRECT the Clerk of the Board to publish notices pursuant to Government Code section 6062a. 3. DIRECT the Health Services Department to submit to the Clerk of the Board by Wednesday, November 15, 2014 documentation for public inspection supporting the fee adjustments. FISCAL IMPACT: The Environmental Health fees are for the purpose of meeting operating expenses, including employee wage rates and fringe benefits. BACKGROUND: The Environmental Health Division of the Health Services Department is fully financed via its fees. The Division has conducted a retrospective review of time accounting data to develop fees for 2015 that are aligned with the plan review and inspection activities. Based on this data, the Division proposes fee adjustments to reflect current costs of providing services. The December 2014 hearing will pertain to fees relating to water systems and wells, sewage disposal systems, and plan reviews for and inspections of construction and remodeling of food facilities and public swimming pools. The fee adjustments also include the annual operating permit for and monitoring of a public beach, Retail Markets (Risk 2), and the annual operating permit for an alternative onsite waste water treatment system. Government Code section 66018 requires that, prior to adopting an ordinance, resolution, or other legislative enactment adopting a new fee or approving an increase in an existing fee, a local agency shall hold a noticed public hearing as part of a regularly scheduled meeting. ATTACHMENTS Proposed Fee Hearing Notice NOTICE OF PUBLIC MEETING AND AVAILABILITY OF DATA The Contra Costa County Board of Supervisors will hold a public meeting on Tuesday, December 2, 2014, at 9:00 a.m. in the Board of Supervisors Chambers, County Administration Building, 651 Pine Street, Martinez, California, to consider adjustments to, and establishment of new, fees for Environmental Health services effective January 1, 2015. The fees to be adjusted will pertain to fees relating to water systems and wells, sewage disposal systems, and plan reviews for and inspections of construction and remodeling of food facilities and public swimming pools. The fee adjustments also include the annual operating permit for and monitoring of a public beach, Retail Markets (Risk 2), and the annual operating permit for an alternative onsite waste water treatment system. At least ten (10) days prior to December 2, 2014, data indicating the proposed fee, the cost or estimated cost of providing the services for which the fee will be levied, and the revenue sources anticipated to provide the services, will be on file in the office of the Clerk of the Board of Supervisors, located at the above address, Room 106, and will be available there for public inspection. Names of persons to contact for more information about specific fees will also be on file.
