HomeMy WebLinkAboutMINUTES - 11042014 - C.20RECOMMENDATION(S): INTRODUCE Ordinance No. 2014-12, authorizing the collection of a plan review fee for plan review and inspection of food facilities and public swimming pools, WAIVE reading, and FIX December 2, 2014, for adoption. FISCAL IMPACT: Adoption of the ordinance authorizes the collection of fees for the review of plans for and inspections of food facilities and public swimming pools but does not set the fee rates, which will be set by resolution following consideration at a publicly noticed hearing. The fees are for the purpose of meeting operating expenses, including employee wage rates and fringe benefits. BACKGROUND: The Health Services Department proposes to establish fees for the review of plans for and inspections of food facilities and public swimming pools that had previously been carried out under a service request method. Under the service request method, the applicant was required to submit a deposit and staff would then attribute the work hours to the service request until it was completed or until the deposit was exhausted, in which case the process would be delayed. The plan review and inspection fees authorized by Ordinance No. 2014-12 are intended to substantially reduce the administrative costs associated with the plan review and inspection process. CONSEQUENCE OF NEGATIVE ACTION: Negative action by the Board would maintain the status quo and would prevent Environmental Health from streamlining the review and inspection process and recovering its current costs.
