Neustadter, Deputy Director of Transportation DATE: October .21', 1986 SUBJECT: Proposed Bike Path Encircling the Bay Specific Request(s) or Recommendation(s) & Background & Justification RECOMMENDATION Authorize the Director of Community Development Department to: a) Acknowledge the letter of September 24, 1986 (attached) from Senator Lockyer and assure him of the County's support in concept for his proposal for a bike/pedestrian path encircling the Bay; b) Send Senator Lockyer a copy of the Working Paper on Transportation System Management (TSM) with a request to encourage the development of bike paths in urban areas as well; c) Invite Senator Lockyer to convene a meeting in Contra Costa County at his earliest convenience. FINANCIAL IMPACT None at this time. REASONS FOR RECOMMENDATION/BACKGROUND In response to Senator Lockyer's letter of August 11, 1986 (attached) addressed to Board of Supervisors Chairman Tom Powers, the Community Development Department participated in an exploratory meeting with the Senator on September 22, 1986 in San Francisco. During the meeting the Senator noted the importance given to bike facilities in Contra Costa's Working Paper on Countywide Transportation System Management (TSM) . The Senator indicated interest in working with us to develop bike routes in Contra Costa County including the proposed route to encircle the Bay. It seems to me such a guarantee of public access to this environmental treasure is an exciting and obtainable goal. An exploratory meeting will be held at the State Building, 350 McAllister St. (Auditorium) , San Francisco, on Monday, September 8th at 10 a.m. I hope that an elected member and/or appropriate staff member from your county might join us . In a discussion of the proposed bike/pedestrian path, T . S. Khanna, Community Development Department, Transportation Division, commented on the possibility of adding approximately 40 miles to the proposed path in Contra Costa County by extending it along the Martinez shoreline from the Martinez-Benicia Bridge to Richmond. Board members having discussed the proposed extension, IT IS BY THE BOARD ORDERED that the extension of the path along the Martinez shoreline from the Martinez-Benicia Bridge to Richmond is APPROVED in concept. IT IS FURTHER ORDERED that the Community Development Transportation Division staff is INSTRUCTED to pursue the proposed extension and to continue to follow-up with Senator Lockyer. cc: Community Development CCTAC County Administrator I hereby certify that this is a true and correctcopy of an action taken and entered on the minutes of the Board of Supervisors on the date shown.
