October 7, 2014 Health Services Department Recommendations :
ACCEPT the recommendation of the Behavioral Health Services Director to adopt the draft Mental Health Services
Act (Proposition 63) Three Year Program and Expenditure Plan, Fiscal Years 2014/15 through 2016/17.
AUTHORIZE and DIRECT the Chair of the Board of Supervisors to send a letter to that effect to the Mental Health
Services Oversight and Accountability Commission (MHSOAC) to inform the MHSOAC of their approval of the
adoption of this plan.

through 2016/17
FISCAL IMPACT:
Adoption of the Mental Health Services Act Three Year Program and Expenditure Plan, Fiscal Years 2014-2015
through FY 2016/17 assures continued MHSA funding for Fiscal Years 2014/2015 through 2016/2017 in the
amount of $127,844,238.
BACKGROUND:
Proposition 63 was passed by California voters in the November 2004 election. Now known as the Mental Health
Services Act (MHSA), the legislation provides public mental health systems by imposing an additional one
percent tax on individual, but not corporate, taxable income in excess of one million dollars. There are a total of
five MHSA components which have been rolled out over time by the State Department of Mental Health with the
goal of creating a better program of mental health services and supports in California’s public mental health
systems. The five components include: Community Services and Support; Prevention and Early Intervention;
Workforce Education and Training; Capital Facilities and Technology Needs; and Innovation. There are multiple
programs operated within each component. This is a state mandated program under Welfare & Institutions Code.

the income tax revenue projections generated by the State Department of Health Care Services covering Fiscal
Years 2010/2011 to 2014/2015 to ascertain what was projected versus what was ultimately received. ADOPTED
the County Administrator's recommendations as presented; and DIRECTED staff to obtain a legal opinion to
determine if the surplus funds in the plan can be spent on an assisted outpatient treatment (AOT) program.
