ADOPT Position Adjustment Resolution No. 21446 to convert two (2) vacant permanent intermittent Exchange
Customer Service Supervisor (X7HE) (represented) positions #15181 and #15178 to full time permanent positions at
salary plan and grade KKK 1506 ($4,603 - $5,879) in the Contra Costa County Covered California Call Center, in the
Employment and Human Services Department.
FISCAL IMPACT:
All costs for the Covered California Call Center are funded by the State of California. 100% State.
BACKGROUND:
The Covered California Call Center is operated under a contract with the State of California. This contract authorizes
up to six (6) permanent full time and six (6) permanent intermittent Exchange Customer Service Supervisors to
supervise the Exchange Customer Service Agents who handle the calls from the public regarding enrollment into
health care coverage under the Affordable Care Act. Recently the State of California authorized the Department to
revise the split of the number of supervisor full time positions to eight (8) permanent full time and four (4) permanent

Subject:Convert Two Permanent Intermittent Exchange Customer Service Supervisor positions to Full Time at the Call Center
BACKGROUND: (CONT'D)
intermittent. Approval of this request will achieve that goal. All of the positions being converted from permanent
intermittent to full time are currently vacant. All positions in the department will be filled utilizing the normal
merit system processes currently in place. The Department requests to convert two (2) permanent intermittent
Exchange Customer Service Supervisor positions 15181 and 15178 to permanent full time positions. Call Center
Supervisors provide direction and support to line staff on a daily basis, Monday through Saturday, to ensure
appropriate actions are taken. They monitor and respond to performance issues of staff.
CONSEQUENCE OF NEGATIVE ACTION:
The Call Center will not be able to hire the additional full time employees and will have to rely on intermittent
positions.
