APPROVE the Giaramita Street Sidewalk Replacement Project and AUTHORIZE the Public Works Director, or
designee, to advertise the project, North Richmond area. [County Project No. 0662-6R4126, DCD-CP#14-18]
(District I).
DETERMINE the project is a California Environmental Quality Act (CEQA), Class 2 Categorical Exemption,
pursuant to Article 19, Section 15302 of the CEQA Guidelines, and
DIRECT the Director of Conservation and Development to file a Notice of Exemption with the County Clerk, and
AUTHORIZE the Public Works Director to arrange for payment of a $25 fee to Conservation and Development for
processing, and a $50 fee to the County Clerk for filing the Notice of Exemption.
FISCAL IMPACT:
83% Local Road Funds and 17% Community Development Block Grant Funds (CDBG).

Subject:APPROVE the Giaramita Street Sidewalk Replacement Project and related actions under the California
Environmental Quality Act.
BACKGROUND:
The Giaramita Street Sidewalk Replacement Project is located along Giaramita Street between Market Avenue
and Verde Elementary School in unincorporated North Richmond. Sidewalks are narrow, cracked, and curb ramps
are outdated. The purpose of the project is to improve safety and accessibility for the community, including
mobility impaired users, to Verde Elementary School and Wildcat Creek Trail. Improvements include removing,
replacing, and widening sidewalks (approximately 1,250 total linear feet), conforming driveways, and installing
up to eight Americans with Disabilities Act (ADA) compliant curb ramps, and tree trimming.
Two diseased/damaged trees within the County right-of-way will be removed; and, appropriate Best Management
Practices (BMPs) will be implemented for eight additional trees that may be affected, as recommended in the
certified arborist report. BMPs will also be implemented to protect storm drain inlets. Real Property transactions,
including right-of-way may be necessary in support of the project.
CONSEQUENCE OF NEGATIVE ACTION:
Delay in approving the project may result in a delay of design, construction, and may jeopardize funding.

Description of Nature, Purpose and Beneficiaries of Project: Giaramita Street is a residential north-south collector that provides
access for motorists and pedestrians to Verde Elementary School (School) and Wildcat Creek Trail (Trail). The sidewalks are narrow,
cracked, and the curb ramps are out dated. The purpose of Giaramita Street Sidewalk Replacement Project (Project) is to improve safety
and accessibility for the community including mobility impaired users to the School and Trail by widening the sidewalk and installing
Americans with Disabilities Act (ADA) compliant curb ramps. The project consists of adjusting street signs, stop signs, drainage inlets,
fences, and utilities; minor excavating, backfilling, and grinding of roadway; removing, installing, and widening sidewalk (approximately
1,250 total linear feet); installing up to eight (8) ADA compliant curb ramps, gutters, and pavement; restriping the roadway; and, conforming
driveways as needed throughout the project site. Portions of concrete abutting the bridge will be replaced to circumvent tripping hazards.
East Bay Regional Park District (EBRPD) maintains Wildcat Creek Trail. Therefore, the County may need to obtain an encroachment permit
from EBRPD prior to any modifications abutting the trail, if deemed necessary by EBRPD. The bridge over Wildcat Creek is maintained by
the School. Therefore, the County may need to obtain a permit or enter into an agreement with the School prior to any construction
activities. The Project will maintain the existing drainage pattern. Appropriate Best Management Practices (BMPs) will be implemented to
protect storm drain inlets.
Tree and shrubbery trimming may be necessary throughout the project area. In order to minimize damage to trees, any roots exposed
during construction activities will be clean cut and tree branches will be trimmed. A tree survey was conducted by a certified arborist, which
identified in the Arborist Report (Report), two (2) street trees [one (1) Raywood Ash-approximately 9-inch Diameter at Breast Height (dbh);
and, one (1) Chinese pistache-approximately 8-inch dbh] within the County’s right of way, that are diseased and/or will be damaged by the
work; therefore, will be removed. The Project will also avoid and/or minimize impact to eight (8) additional trees through the implementation
of BMPs recommended by the certified arborist. Tree protection fencing will be installed before construction and construction staging
activities begin, as described in the Report BMPs.
Emergency vehicles will have access at all times. Real property transactions including right-of-way may be necessary in support of the
Project.

CEQA guidelines. The project will not result in the removal of any scenic resource.
