ADOPT Resolution No. 2014/375 approving the Side Letter between Contra Costa County and the Deputy Sheriffs'
Association (Rank and File) to modify section 5.1 of the parties’ Memorandum of Understanding (MOU) to modify
beginning steps for the classifications of Deputy Sheriff-40 hour (6XWA) and Deputy Sheriff-56 hour (6XWB) as of
November 1, 2014.
FISCAL IMPACT:
The recommended action will move the forty-three (43) employees currently at step 1 to step 3. The annual increased
cost associated with these positions is approximately $554,000, of which $240,000 is pension cost.
BACKGROUND:
A new Memorandum of Understanding (MOU) between Contra Costa County (County) and the Deputy Sheriffs'
Association Rank & File Unit (DSA) for the period of July 1, 2013 through June 30, 2016, was approved by the
Board of Supervisors on October 1, 2013 (Resolution No. 2013/384). On January 1, 2014, pursuant to that MOU, the
County added two new salary steps to the then current salary range for Deputy Sheriff-40 hour (6XWA) and Deputy
Sheriff-56 hour (6XWB).

BACKGROUND: (CONT'D)

Since implementation of the new salary steps, the Sheriff's Department has experienced abnormally high numbers
of deputies leaving County employment immediately upon gaining their POST certification. The Sheriff and
representatives of the Deputy Sheriffs' Association met with the County Administrator to discuss the unanticipated
negative impact of the new steps. It appears that the savings associated with the new steps does not offset the
increased cost of training associated with high turnover. It was agreed that the steps would be eliminated and that
the salary structure would be reset to six steps. A Side Letter modification to the MOU is required to eliminate the
two new lower steps. The Side Letter is effective as of November 1, 2014.
CONSEQUENCE OF NEGATIVE ACTION:
The Office of the Sheriff will continue to experience retention issues with the classifications of Deputy Sheriff-40
hour (6XWA) and Deputy Sheriff-56 hour (6XWB).
