Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Novation
Contract #24-859-22 with Edgewood Center for Children and Families, a non-profit corporation, in an amount not to
exceed $200,000, to provide specialty mental health services to latency-age severely emotionally disturbed (SED),
children including outpatient mental health services, collateral services and therapeutic behavioral services (TBS) for
the period from July 1, 2014 through June 30, 2015. This Contract includes a six-month automatic extension through
December 31, 2015, in an amount not to exceed $100,000.
FISCAL IMPACT:
This Novation Contract is funded 50% by Federal Financial Participation and 50% by Realignment. (No rate increase)

BACKGROUND: (CONT'D)

On August 13, 2014, the Board of Supervisors approved, Novation Contract #24-859-20 (as amended by Contract
Amendment Agreement #24-859-21) with Edgewood Center for Children and Families, for the period from October
1, 2013 through June 30, 2014, which included a six-month automatic extension through, December 31, 2014, for
the provision of mental health services, collateral services and TBS for SED children.
Approval of Novation Contract #24-859-22 will replace the automatic extension under the prior contract and allow
Contractor to continue providing services through June 30, 2015.
CONSEQUENCE OF NEGATIVE ACTION:
If this novation contract is not approved, SED children will not have access to Contractor’s services possibly
resulting higher levels of care.
CHILDREN'S IMPACT STATEMENT:
This program supports the following Board of Supervisors’ community outcomes: “Children Ready For and
Succeeding in School”; “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide
a High Quality of Life for Children and Families”. Expected program outcomes include an increase in positive social
and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).
