Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Novation
Contract #74-466-1 with Bayfront Youth and Family Services, a non-profit corporation, in an amount not to exceed
$350,000, to provide specialty mental health services including residential day treatment and therapeutic behavioral
services to severely emotionally disturbed children for the period from July 1, 2014 through June 30, 2015. This
Contract includes a six-month automatic extension through December 31, 2015, in an amount not to exceed $175,000.
FISCAL IMPACT:
This Novation Contract is funded 50% by Mental Health Realignment and 50% by Federal Financial Participation.
(No rate increase)

BACKGROUND: (CONT'D)
health services to meet County’s demand for services at Residential Classification Level 14.
On October 22, 2013, the Board of Supervisors approved Contract #74-466 with Bayfront Youth and Family
Services for the provision of residential day treatment and therapeutic behavioral services to severely emotionally
disturbed children, for the period September 1, 2013 through June 30, 2014, which included a six-month automatic
extension through December 31, 2014.
Approval of Novation Contract #74-466-1 replaces the automatic extension under the prior Contract and allows the
Contractor to continue providing services through June 30, 2015.
CONSEQUENCE OF NEGATIVE ACTION:
If this novation contract is not approved, County will not have access to Contractor’s services for Clients requiring
placement at a Residential Classification Level 14 facility.
CHILDREN'S IMPACT STATEMENT:
This program supports the following Board of Supervisors’ community outcomes: “Children Ready For and
Succeeding in School”; “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide
a High Quality of Life for Children and Families”. Expected program outcomes include an increase in positive social
and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).
