1. APPROVE Amendment No. 1 to Consulting Services Agreement with ISES Corporation (dba Intelligent Systems
& Engineering Services Corporation) to increase the payment limit by $43,010 to a new payment limit of $230,160
to provide additional facilities condition assessments services.
2. AUTHORIZE the Public Works Director, or designee, to execute the Amendment.
FISCAL IMPACT:
The cost to provide the facilities condition assessments will be paid for with FY 2014/15 funds from undesignated
capital reserves (100% General Fund); however, a portion of these costs will be State and Federally reimbursable.
BACKGROUND:
On March 11, 2014, the Board approved a Consulting Services Agreement with ISES Corporation (dba Intelligent
Systems & Engineering Services Corporation) in the amount of $187,150 to provide Facility Condition Assessment
Services for Various County Facilities.

Facility Condition Assessments
BACKGROUND: (CONT'D)
Three additional facilities have been identified for assessment. The additional sites include: a) the West County
Detention Facility at 5555 Giant Highway, Richmond and the Martinez Detention Facility at 1000 Ward Street,
Martinez, due to recent maintenance issues; and b) 2086 Commerce Avenue, Concord, which the County took
possession of on September 1, 2014. This amendment will allow an additional 429,642 square feet to be assessed.
CONSEQUENCE OF NEGATIVE ACTION:
If Amendment No. 1 is not approved, facility condition assessments for these three facilities will not be completed.
The Comprehensive Building Condition Analysis Report and Database, which is the blueprint of the County’s
Strategic Plan to address the County’s infrastructure needs, will be outdated.
