HomeMy WebLinkAboutMINUTES - 10212014 - C.48RECOMMENDATION(S): ADOPT Position Adjustment Resolution No. 21538 to add one (1) Probation Counselor III (7KTB)(represented) position at salary plan and grade PP5 1507 ($4,685 - $5,695) and cancel one (1) Deputy Probation Officer III (7ATA) (represented) vacant position #755 at salary plan and grade PP5 1574 ($5,007- $6,086) in the Probation Department. FISCAL IMPACT: Upon approval, this personnel action will have an annual cost savings of approximately $8,220. BACKGROUND: Historically, the Juvenile Hall Transportation unit, which consists of three (3) permanent Probation Counselors, has been understaffed, which requires the Department to routinely bring in additional staff, often on overtime, to provide assistance. In the last 6 months the Juvenile Hall Transportation Unit has transported a total of 729 juveniles to court and off-site locations. This is an average of 121.5 per month. During this time frame, the Department has been required to bring in 2.4 additional staff per day. On some particularly heavy days, the Department utilizes up to 5 additional staff. The three permanent Transportation Unit staff are armed, CORE and 832 PC trained. As a result of having to utilize so many on-call staff, the Department is forced to transport to the Juvenile Courts with unarmed, non-Core trained, non-832 PC trained staff. The Department attempts to avoid this by utilizing other permanent staff on overtime, however this is increasing overtime costs and burning out staff increasing absenteeism in other areas. CONSEQUENCE OF NEGATIVE ACTION: If this action is not approved, the department will be using staff that are not properly equipped to safely transport minors throughout the county, which can pose a danger to staff, the minor, and the community. Also, it is a potential violation of Title 15 regulations to allow non-Core trained to have sole child care supervision responsibilities over detained minors.
