I-Project (VBS2) position at salary level Z15-1602 ($5,279 - $6,416) and cancel vacant Chronic Disease and
Environmental Programs Manager (VMHC) position #7763 at salary level ZA5-1711 ($5,880 - $7,148) in the Health
Services Department. (Represented)
FISCAL IMPACT:
Upon approval, there is an annual cost savings of approximately $12,899.78.
BACKGROUND:
The Health Services Department is requesting to add one Public Health Program Specialist I - Project position
assigned to the Public Health Divisions' Community Wellness and Prevention Program in East County. The Program
works with diverse communities and organizations to improve the environmental, social and economic conditions
that contribute to poor health. Duties and responsibilities include developing, implementing and managing a health
education and prevention program. The Department is requesting a project position as the funding is reviewed on an

BACKGROUND: (CONT'D)
basis. The cancellation of vacant Chronic Disease and Environmental Programs Manager position #7763 will
offset the cost of the new position and result in an annual savings of approximately $12,899. The position has
remained vacant since July of 2008, and the Department has determined the position no longer meets its needs.
CONSEQUENCE OF NEGATIVE ACTION:
If this action is not approved, the Public Health Division will not have adequate staffing to manage a health
education and prevention program in East Contra Costa County.
