ADOPT Position Adjustment Resolution No.21539 to add one (1) Health Education Specialist (VMWD) position at
salary level QT5 1207 ($3,570-$4,339), in the Health Services Department.
FISCAL IMPACT:
Upon approval, this action will result in an annual increased cost of $89,687.54, including pension cost of $18,487.42.
100% State Block Grant Funds.
BACKGROUND:
20% of the Net Negotiated Amount (NNA) budget allocation for Alcohol and Other Drugs Services is intended to be
used on Prevention services. Prevention is part of the Alcohol and Other Drugs Services ' continuum and is
considered "categorical or prevention set-aside funding”. Due to new and unexpected responsibilities of the newly
promoted Program Manager is unable to perform the day-to-day activities related to prevention. Alcohol and Other
Drugs Services previously had a Health Education Specialist position until it was transferred back to Public Health
due to budget reductions. Because the county

BACKGROUND: (CONT'D)
has a contractual obligation to the State through the Block Grant to coordinate prevention services, including
Alcohol and Other Drugs Services through the Director of Behavioral Health is requesting the addition of (1)
Health Educator Specialist position.
CONSEQUENCE OF NEGATIVE ACTION:
If this action is not approved, the Behavioral Health unit of Contra Costa Health Services will be out of
compliance with State funded Block Grant to coordinate prevention services.
