ADOPT Position Adjustment Resolution No. 21519 to add three (3) Social Work Supervisor II (X0HA) (represented)
positions and allocate to salary plan and grade 2I5 1745 ($6,082-$7,392) in the Employment and Human Services
Department, Children and Family Services Bureau.
FISCAL IMPACT:
Upon approval of these positions will result increase Annual Salary by $410,383. This will also result in additional
retirement cost by $147,040. These positions will be funded Federal 45%, State 45%, Realignment Revenue 10%.
BACKGROUND:
In order to conduct regulatory State reviews, maintain federal outcomes and accountability (3) additional supervisors
are needed. One supervisor will be assigned to East County Emergency Response Unit and two supervisors will be
assigned to the CFS Child Welfare case review unit.
The Supervisor assigned to the East County Emergency Response unit will address the imbalance of the number of
staff to supervisor ratio and provide assistance with the amount of referrals received for assessing a child

BACKGROUND: (CONT'D)
and family safety. In order to meet state and federal mandates, compliance with timeliness and thorough
investigations and assessments additional social work staff and additional supervisor in the East County
Emergency Response unit is needed.
The two supervisors assigned to the CFS Child Welfare case review unit will oversee the reviews and ongoing
continuous quality improvement of over 500 cases. Beginning FY 2015, CFS will conduct a third round of
reviews under the Child and Family Services Reviews (CFSR) regulations. The overall goals of the reviews are to
ensure conformity with Title IV-B and IV-E child welfare requirements, and continue the partnership with federal
and state staff on the statewide assessment, and the onsite review as required by 45 CFR 1355.33(a). In addition,
CFS will work in conjunction with Probation to oversee the ongoing process of accountability and improvement.
These two supervisors will eventually supervise staff in the ongoing quality improvement of more than 1100
current child welfare cases.
CONSEQUENCE OF NEGATIVE ACTION:
Social Casework Specialists and Supervisors are responsible for the on-going investigation of referrals, without
the additional staff investigations would not occur in a timely basis resulting in the inability to comply with
Division 31 regulations and putting children at risk of harm.. Shortage of staff will put the department at risk of
not being able to provide mandated services, and out of compliance with Federal mandates of state Title IV-B and
IV-E program requirements..
CHILDREN'S IMPACT STATEMENT:
These services are essential to the child’s and family’s safety. We must investigate and assess child safety in a
timely manner. In order to so, staff need to be supervised and have the ability to consult with their supervisor on
appropriate action. Children and families need the ability to receive services in a timely manner; and need to stay
with their families of origin. Not having necessary staff can result in the child being placed in and out of home
care due to lack of "reasonable services" available to families. Regarding the Child and Family Services Reviews
(CFSR), in order to continue to identify and provide quality and measurable outcomes to children and families,
Contra Costa County CFS must develop and maintain a review and accountability process; per legislation to
ensure timely, adequate, and relevant services are offered to families and children in the community. It is also to
ensure that children brought into care are reunified quickly or are maintained with biological and birth families.
