Neustadter, Deputy Director for Transportation Planning DATE: October 8, 1986 SUBJECT: 30-Z Line (Martinez Link) Specific Request(s) or Recommendation(s) & Background & Justification RECOMMENDATION 1. Approve the attached Martinez-Richmond Service Agreement Extension for the FY 1986-87 with WESTCAT for providing transit service, 30-Z Line (Martinez Link) . 2. Authorize payments of: a) $3,000 to meet the County's obligation for the last fiscal year, 1985- 86; b) funds as they become due and payable to WESTCAT in accordance with the approved Martinez-Richmond Agreement for the FY 1986-87. The County's maximum obligation is $19,200. FINANCIAL IMPACT These funds ($19,200) have been approved in the budget for FY 1986-87 as the County's share to finance the 30-Z Line (Martinez Link) transit service .provided by the WESTCAT. REASONS FOR RECOMMENDATION/BACKGROUND In March 1985, 30-Z Line (Martinez Link) Technical Advisory Committee recommended that the 30-Z Line transit service be provided by WESTCAT and funding for this service be provided by contributions from AC Transit (25%) , BARTD (25%) , Contra Costa County (25%) , Central Contra Costa Transit Authority (12.5%) and WESTCAT (12.50 . Contra Costa County's 25% share amounted to $28,000 but due to a typographical error a request for only $25,000 was made and approved in the County's budget for the 30-Z Line service during the FY 1985-86. WESTCAT has been paid $25,000. Now an additional sum of $3,000 is due and payable to WESTCAT for the transit service provided during the FY 1985-86. The Board is requested to authorize payment of $3,000. This amount was included and approved under the current FY budget of $19,200 for the 30-Z Line transit service. This is due to increased ridership, improved routing and scheduling of the transit service. For the fiscal year 1985-86, Richmond-Martinez Service Agreement (Joint Exercise of Powers - JEPA) was entered into between WESTCAT and Contra Costa County. This agreement is to be extended for the current fiscal year (1986-87) . The extension of this agreement has been requested and signed by the WESTCAT authorities and approved as to form by the County Counsel (attached two originals) . It is recommended that the Board approve the extension to this agreement and authorize a maximum payment of $16,158 to WESTCAT in accordance with the terms in the agreement for FY 86-87. CONSEQUENCES OF NEGATIVE ACTION 30-Z Line service may have to be discontinued without the County's contribution to this needed service. The Community Development Department will handle the disbursement of the funds for the WESTCAT 30-Z Line transit service. PARTIES AND DATE. Effective July 1, 1986 the County of Contra Costa and the Western Contra Costa County Transit Authority, as individual public entities mutually promise and agree as hereinafter set forth. 2. PURPOSE AND AMENDMENT. In furtherance of the above titled Agreement (dated June 30, 1985) and as provided by said Agreement, it is hereby mutually agreed that the term of the Agreement is extended one year. The termination date is June 30, 1987. 3. BUDGET PROVISION. The maximum obligation of the parties for the second year of the Agreement shall not exceed the amount shown in Exhibit "A" Budget for FY86f871 attached hereto and by reference incorporated herein and made a part hereof . 4. EXISTING AGREEMENT. The June 30 , 1985 Agreement as amended shall continue in full force and effect.
