Spooner , Contracts Administrator Costa DATE: October 9, 1986 Com" "1 SUBJECT: Approve submission of Special Needs and Priorities (SNAP) Proposal X129-336 to the State Department of Health Services for funding to control an outbreak of Early Primary Syphilis SPECIFIC REQUEST(S) OR RECOMMENDATION(S ) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Approve and authorize the Chairman to execute on behalf of the County, SNAP Proposal #29-336 for submission to the State Department of Health Services requesting $2,206.77 of SNAP Public Health Emergencies funding for the period October 1986 - January 1987 to establish a clinic to control an outbreak of Early Primary Syphilis in the Pittsburg and West Pittsburg areas. II. FINANCIAL IMPACT: Approval of this proposal by the State will result in $2,206.77 of State funding for this project. The County in-kind contribution of $2,206.77 brings the total project cost to $4,413.54. The clinic will be staffed by current County employees expert in treating sexually transmitted disease. The hours spent in this clinic will be overtime hours for these staff members. III . REASONS FOR RECOMMENDATIONS/BACKGROUND: During June, July and August of this year 24 new cases of Early Primary Syphilis have been detected in the Pittsburg and West Pittsburg areas. In the past, public health efforts have limited the number of cases in those two cities to five per year . To prevent the spread of this disease to other parts of the County and State, special efforts toward prevention must be immediately initiated. SNAP Proposal #29-336 requests funding to establish a clinic that will provide screening for early detection of infected cases and direct involvement by the Department in educational services . This document has been approved by the . Department's Contracts and Grants Administrator in accordance with the guidelines approved by the Board's Order of December 1, 1981 (Guidelines for contract preparation and processing, Health Services Department) . Due to the emergency nature of this project, a copy of the proposal has previously been forwarded to the State Department of Health Services, but subject to Board approval. The Board Chairman should sign eight copies of the proposal, seven of which should then be returned to the Contracts and Grants Unit for submission to the State.
