APPROVE and AUTHORIZE the Public Works Director, or designee, to sign and submit the Cooperative Work
Agreement extension request to the California Department of Transportation (Caltrans) and California Department of
Finance for the extended use of federal funds allocated to the Byron Highway Bridge Replacement Project, Byron
area. Project No. 0662-6R1048
FISCAL IMPACT:
No fiscal impact.
BACKGROUND:
The Public Works Department in agreement with the State Department of Water Resources (DWR) are proposing to
replace the existing Byron Highway Bridge over the California Aqueduct that was originally constructed in 1965. The
proposed project involves the removal of the existing bridge and the construction of a replacement bridge of similar
size that meets current traffic safety and design standards.
County and DWR entered into a Cooperative Agreement on December 5, 2013, which defined roles and
responsibilities relating to the Byron Highway Bridge

Subject:Cooperative Work Agreement extension request to Caltrans for the Byron Highway Bridge Replacement project,
Byron area.
BACKGROUND: (CONT'D)
Replacement project. A previous agreement between the County and DWR (Consent to Common Use Agreement,
dated July 7, 1975) assigns ownership of the bridge structural elements to DWR and assigns County responsibility
for operation and maintenance of the roadway surface of the bridge deck, curbs, sidewalks, and guardrails. DWR
has agreed to take the lead in development of the bridge replacement project and prepare the environmental and
construction bid documents, and administer the construction contract. The County will be responsible for general
oversight, invoicing to Caltrans, and right of way acquisition for the project.
In 2010, the County was awarded $265,590 in federal funds through the Highway Bridge Program (HBP) for the
Preliminary Engineering phase of the Byron Highway Bridge Replacement Project. The balance of unspent funds,
approximately $230,000, will expire on June 30, 2015, unless a Cooperative Work Agreement (CWA) is put into
place to extend the expenditure deadline for up to one year. These funds will be needed beyond the June 30, 2015
deadline in order to complete the environmental permitting process and to complete final design activities. In
order to ensure that funds are available to complete the preliminary engineering phase, the Public Works
Department recommends requesting this one-year funding extension.
CONSEQUENCE OF NEGATIVE ACTION:
An extension request for the funds awarded for the Byron Highway Bridge Replacement Project will not be
signed and submitted, and those funds will not be available for the completion of preliminary engineering of the
project.
