ATTESTED: October 21, 2014 David Twa, County Administrator and Clerk of the Board of Supervisors By: Stacey M. Boyd , Deputy cc: C. 2 To:Board of Supervisors From:Julia R. Bueren, Public Works Director/Chief Engineer Date:October 21, 2014 Contra Costa County Subject:Cooperative Work Agreement extension request to Caltrans for the Byron Highway Bridge Replacement project, Byron area. BACKGROUND: (CONT'D) Replacement project. A previous agreement between the County and DWR (Consent to Common Use Agreement, dated July 7, 1975) assigns ownership of the bridge structural elements to DWR and assigns County responsibility for operation and maintenance of the roadway surface of the bridge deck, curbs, sidewalks, and guardrails. DWR has agreed to take the lead in development of the bridge replacement project and prepare the environmental and construction bid documents, and administer the construction contract. The County will be responsible for general oversight, invoicing to Caltrans, and right of way acquisition for the project. In 2010, the County was awarded $265,590 in federal funds through the Highway Bridge Program (HBP) for the Preliminary Engineering phase of the Byron Highway Bridge Replacement Project. The balance of unspent funds, approximately $230,000, will expire on June 30, 2015, unless a Cooperative Work Agreement (CWA) is put into place to extend the expenditure deadline for up to one year. These funds will be needed beyond the June 30, 2015 deadline in order to complete the environmental permitting process and to complete final design activities. In order to ensure that funds are available to complete the preliminary engineering phase, the Public Works Department recommends requesting this one-year funding extension. CONSEQUENCE OF NEGATIVE ACTION: An extension request for the funds awarded for the Byron Highway Bridge Replacement Project will not be signed and submitted, and those funds will not be available for the completion of preliminary engineering of the project. CHILDREN'S IMPACT STATEMENT: Not applicable. ATTACHMENTS Coop Work Agreement
