1. APPROVE and AUTHORIZE the Public Works Director to extend the temporary appointment of County retiree
Robert Wangan as an Airport Operations Specialist through December 31, 2014; and,
2. FIND that the appointment of Mr. Wangan is necessary to fill a critically needed position.
FISCAL IMPACT:
Airport position funding comes exclusively from Airport Enterprise Funds and is not affected by local and state
budget challenges. The reduction in overtime costs will offset the cost of Mr. Wangan’s salary.
BACKGROUND:
On July 31, 2013, the Public Works Department received approval to waive the 180 day “sit-out” period and hire
Robert Wangan as a retiree temporary County employee. Mr. Wangan retired on March 30, 2013 and has been
providing necessary intermittent airport shift coverage for the Airports Division. The Airports Division of the Public
Works Department provides all airport operations and staffing for two county airports at Byron and Buchanan Field.

BACKGROUND: (CONT'D)
hired three (3) new Airport Operations Specialists between December 2013 and January 2014, the Airports Division
currently has four (4) operations staff vacancies due to additional resignations. One Airport Operations Specialist
resigned in June 2014 and another resigned in August 2014; a third Airport Operations Specialist has given a verbal
resignation and is awaiting clearance by his new employer before providing us his final work date.
The Public Works Department is currently working with Human Resources to open recruitment for both Airport
Operations Specialists and Airport Operations Technicians. As such, it continues to be difficult to cover the “24/7”
shifts with the current staffing levels at Buchanan Field Airport, while also maintaining 7-day week coverage at
Byron Airport. The number of open shifts eligible for overtime coverage remains a safety concern due to the
substantial amount of overtime worked by current staff to maintain shift coverage. The utilization of retiree
temporary employees has been crucial to help fill shift vacancies, while at the same time allowing current staff to
train new employees.
CONSEQUENCE OF NEGATIVE ACTION:
Failure to implement the aforementioned actions will result in the Public Works Department not being able to
effectively staff and manage operations that are necessary at both airports.
