RECOMMENDATION•
Acknowledge receipt of this report on legislation which was
referred to this office for analysis, but on which the Board took
no position.
BACKGROUND:
During 1986, the Board referred a number of pending bills to this
office for analysis. The following is a report on the
disposition of those bills on which the Board did not take a
position. A subsequent report will detail the actions of the
Legislature and the Governor on bills on which the Board did
adopt a position.
1 . On May 6, 1986, the Board referred to this office SB 1720 . by
Senator Marks. SB 1720 would have required the State
Department of Conservation to prepare and publish an
advisory guidebook which explains the statutory requirements
relating to the conservation of agricultural lands and other
methods for conserving agricultural land so as to maintain
its economic value.
SB 1720 passed the Senate, but failed passage in the
Assembly Natural Resources Committee on June 17 , 1986.
2 . On May 6, 1986, the Board referred to this office AB 3174 by
Assemblyman Cortese. AB 3174, as last amended on July 8,
1986 would have made a number of technical changes to the
reporting requirements under the redevelopment law, but no
real substantive changes. AB 3174 passed both houses of the
Legislature in different forms. The Assembly refused, on
August 25, 1986? to concur in Senate Amendments. AB 3174
was sent to a Conference Committee where it died at the end
of the legislative session.
3 . On May 6, 1986, the Board referred to this office AB 4367 by
Assemblywoman Maxine Waters. AB 4367 , as amended May 13,
1986, would have altered the reporting an

requirements of redevelopment agencies without any very
substantive changes to redevelopment law. AB 4367 failed
passage in the Assembly Revenue & Taxation Committee on
May 19, 1986.
4 . On May 20, 1986, the Board referred to this office SB 1717
by Senator Maddy. SB 1717 , as amended on July 11, 1986,
would have enacted, subject to voter approval, a $155
million bond issue for a parkland, coastal and open-space
conservation program. SB 1717 passed the Senate, but died
in the Assembly Ways & Means Committee.
5 . On June 10, 1986, the Board referred to this office AB 2338
by Assemblyman Grisham. AB 2338, as amended January 13 ,
1986, would have made a number of technical changes to the
law relating to adoptions. AB 2338 died in the Assembly
because it failed to pass the house of origin by a specified
deadline.
6 . On July 8, 1986, the Board referred to this office AB 3763
by Assemblywoman Wright. AB 3763 would have authorized a
tax credit of 50% of the cost of startup expenses of
establishing a child care program to be used primarily by
the children of the taxpayers' employees. AB 3763 passed
the Assembly, but was held under submission by the Senate
Appropriations Committee on August 21, 1986 and died upon
adjournment of the Legislature.
7 . On July 8, 1986, the Board referred to this office AB 4261
by Assemblyman Willie Brown. AB 4261, as amended June 2,
1986, would have established the California Farm Recovery
Finance Authority and authorized the issuance of bonds to
assist agricultural producers by providing financing of
their debts. AB 4261 was refused passage on the Assembly
floor on July 11, 1986 and died upon adjournment of the
Legislature.
8 . On April 15, 1986, the Board referred to this office AB 3236
by Assemblyman Hannigan. AB 3236, as amended April 7, 1986,
would have substantially strengthened the role and authority
of Local Agency Formation Commissions in a number of
significant areas. AB 3236 was sent to interim study by the
Assembly Local Government Committee and died upon the
adjournment of the Legislature.
