Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, a
Memorandum of Understanding (MOU), Agreement #26-778, between Mathematica Policy Research, Inc., a
corporation, and Contra Costa County for its Health Services Department, Contra Costa Regional Medical Center and
Health Center (CCRMC), to pay county an amount not to exceed $5,000, for providing data to support the
Congressionally-mandated evaluation of the Medicaid Emergency Psychiatric Demonstration (MEPD) for the period
from September 1, 2014 through August 31, 2017.
FISCAL IMPACT:
Approval of this agreement will result in an amount not to exceed $5,000 payable to County for the MEPD project
through August 31,2014. No County Match.

BACKGROUND: (CONT'D)
Center for Medicaid Innovation selected twenty-seven (27) institutions for mental disease, across twelve (12) states,
to participate in the MEPD. The purpose of the demonstration is to make inpatient care more accessible to adult
Medicaid beneficiaries with psychiatric emergency medical conditions. Mathematica Policy Research, Inc. was
awarded Contract #HHSM500201000026I/HHSM-500-T007 under the United States Department of Health and
Human Services, CMS, to perform the evaluation of the MEPD and, as a result, is requesting patient level
information from CCRMC.
Under Agreement #26-778, Contractor will perform specialized research using patient level data, provided by
County, as necessary to carry out the Congressionally-mandated MEPD evaluation through August 31, 2017,
including agreeing to indemnify the County from all claims arising from unlawful breach of private health information.
CONSEQUENCE OF NEGATIVE ACTION:
If this agreement is not approved, Contractor will not have access to data necessary to complete the evaluation of the
MEPD.
