APPROVE and AUTHORIZE the Conservation and Development Interim Director, or designee, to apply for and
accept grant funds from the Metropolitan Transportation Commission (MTC) and the U.S. Department of Housing
and Urban Development (HUD) in the amount of $30,000 to fund outreach efforts and an issue paper for the
Northern Waterfront Economic Development Initiative for the period October 1, 2014 through March 31, 2015.
FISCAL IMPACT:
No impact on the General Fund. Acceptance of this grant funding will result in $30,000 from MTC/HUD to help fund
the Northern Waterfront Economic Development Initiative. No County match is required.
BACKGROUND:
On September 5th, the Bay Area Regional Prosperity Plan Steering Committee approved a $30,000, grant from the
Economic Opportunity Initiative (EOI) of the Regional Prosperity Plan to Contra Costa County for the Northern
Waterfront Economic Development Initiative. As a condition of approval, Contra Costa County is to utilize these
grant funds toward: developing an Action Plan; community/business outreach (including community-based
organizations); and engagement of Contra Costa County's Health Services Department on public health concerns. It
was recognized by the Bay Area Regional Prosperity Plan Steering Committee that the Northern Waterfront
Economic Development Initiative helps implement Plan Bay Area by providing jobs close to where residents live,
promotes clean-technology industries and business, and creates support for these efforts among multiple stakeholder
groups.

CONSEQUENCE OF NEGATIVE ACTION:
The grant funding opportunity would be lost if the Board of Supervisors does not grant authorization for the
Department of Conservation and Development to enter into an agreement with MTC/HUD. This loss of funding
would inhibit outreach efforts to the affected communities.
