HomeMy WebLinkAboutMINUTES - 10072014 - C.43RECOMMENDATION(S): ADOPT Resolution No. 2014/376 amending Resolution No. 2009/380, reallocate Step 2 on the Salary Schedule from $9.19 to $10.00 per hour of the Title V Trainee (XSK1) (unrepresented) classification for participants in the Senior Community Service Employment Program (SCSEP) effective October 1, 2014. All other provisions of Resolution No. 2009/380 will remain in full force and effect. FISCAL IMPACT: Upon approval, the cost of this action will be absorbed by the Employment and Human Services Department (100% federally funded). BACKGROUND: On August 11, 2009 (C.23) the Board of Supervisor adopted Resolution No. 2009/380 to establish the classification and compensation for the Title V Trainee classification. Effective July 1, 2014 the State of California increased the minimum wage from $8.00 to $9.00 per hour. On June 24, 2014 the Board of Supervisors approved item (C. 33) amending Resolution 2009/380 to change salary Step 1 from $8.00 to $9.00; there was not change to Step 2. The Employment & Human Services Department contracts with Senior Service American Inc., the national sponsor for the Title V Senior Community Service Employment Program (SCSEP), part of the Title V Older Americans Act. The SCSEP provides job training for seniors by placing individuals in various Contra Costa County programs. The senior participants meet federal program criteria established to qualify for temporary Title V job trainee placements. The current salary rate for participants is $9.19 per hour. The Senior Service America approved a higher rate than the minimum wage for temporary SCSEP program participants. EHSD requests the second step of the Title V Trainee be reallocated from $9.19 to $10.00 in order to comply with the Senior Service American Inc. standards for the SCSEP program. CONSEQUENCE OF NEGATIVE ACTION: If this request is not approved, the senior Title V trainees will not paid the $10.00 approved by the Senior Service America, Inc. as participants of the Senior Community Service Employment Program (SCSEP). Subsequently, the reallocation of Step 2 from $9.19 to $10.00 will restore the merit differential established when the classification was originally established. CHILDREN'S IMPACT STATEMENT: None.
