ADOPT Position Adjustment Resolution No. 21531 to increase the hours of one (1) Principal Management
Analyst-Project (ADS5) (unrepresented) position #12869 from 32 hours to full-time 40 hours in the Employment and
Human Services Department, Administrative Services Department.
FISCAL IMPACT:
This transaction represents an additional $35,320 annual salary expense, of which $707 is County general fund
expense. Upon approval, the total annual cost for this position is $176,600 of which the net county cost will be $3,532.
The annual pension cost is $63,276.
This position will be funded by 82% Recording Fees, 8% Federal, 8 % State, and 2% Net County Cost.

BACKGROUND: (CONT'D)
has overseen numerous federal projects and local issues including developing a system of care for victims of
human trafficking, developing responses to prevent domestic violence homicide and near homicide. The position
has been operating at full capacity (40 hours) due to the growth and volume of projects, strategies and budget
oversight of the Zero Tolerance for Domestic Violence Initiative. Currently the position directs significant
countywide strategies including three large federal projects, a $3.9 million budget, 30 contracts, working with over
40 public and private (community based) agencies with a staff of 2 (including this position).
CONSEQUENCE OF NEGATIVE ACTION:
If this position is not allowed to work at full capacity the unit be unable to successfully carry out key objectives
and deliverables of initiatives and federal grants including establishing coordinated services for families
experiencing domestic violence, stalking, sexual assault and human trafficking, as well as continuity of
developing education and training programs.
CHILDREN'S IMPACT STATEMENT:
Established in the Children’s Report Card were two community outcomes, “Families that are Safe, Stable and
Nurturing” and the “Communities that are Safe & Provide a High Quality of Life for Children and Families.” The
Prinicipal Management Analyst-Project provides support to both community outcomes. The expected outcomes
include a safe environment where victims of abuse and their families can receive services to respond to and
prevent violence and abuse within the family.
