1. CONSIDER waiving the 180-day "sit out" period for Dr. Ann Harvey, Exempt Medical Staff Physician, in the
Health Services Department; 2) FIND that the appointment of Ms. Harvey is necessary to fill a critically needed
position; 3. APPROVE and AUTHORIZE the hiring of retiree Dr. Ann Harvey as a temporary County employee for
the period of September 23, 2014- October 31, 2015.
FISCAL IMPACT:
Salary costs are included within the Department's operating budget. Total approximate costs for the requested period
are $187,604.
BACKGROUND:
Dr. Ann Harvey is a family physician and HIV specialist who we would like to hire back as a temporary retiree. She
is one of only two HIV specialists who were providing care at the West County Health Clinic before she retired. Her
patients are temporarily being cared for by other HIV specialists who are based in Pittsburg and Brentwood. The
remaining HIV specialist at the West County Health Clinic is unable to absorb all of Dr. Harvey's patients. Bringing
Dr. Harvey back to employment at the West County Health Clinic to conduct primary care clinics and HIV clinics

BACKGROUND: (CONT'D)
is critical to patient care. This hiring will help meet the urgent demand for access to health care we are
experiencing due to the recent surge in CCHP enrollment. Bringing Dr. Harvey back will also help with the West
County access issues related to the future reduction of Doctors Medical Center services.
CONSEQUENCE OF NEGATIVE ACTION:
Failure to receive Board approval may jeopardize efforts of the Health Services Department to provide timely
access to health care services in West County.
