HomeMy WebLinkAboutMINUTES - 10141986 - T.3 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA T.3 Adopted this Order on October 14 , 1986 , by the following vote: AYES: Supervisors Fanden, Schroder, McPeak, Torlakson, Powers NOES: None ABSENT: None ABSTAIN: None -------------------------------------------------------------------- -------------------------------------------------------------------- SUBJECT: Hearing on recommendation of the San Ramon Valley Area Planning Commission on the applications filed by Bissell & Karn, Inc. and Woodhill Development Co. (Signature Properties) to rezone land (2661-RZ) and Development Plan 3005-85 in the Alamo area. The Board on September 23, 1986 continued to this date the hearing on the recommendation of the San Ramon Valley Area Planning Commission on the applications filed by Bissell & Karn Inc. (applicant) and Woodhill Development Co. (Signature Properties) (owner) to rezone land (2661-RZ) from General Agricultural District (A-2) to Planned Unit District (P-1 ) and for approval of Development Plan 3005-85 in the Alamo area; and Harvey Bragdon, Director of Community Development, described the property site and advised that San Ramon Valley Area Planning Commission certified a Final EIR completed in compliance with CEQA and the State guidelines and approved the adequacy of the Bogue Ranch GPA Environmental Impact Report for the Alamo Hills pro- ject. The Chairman opened the public hearing and the following people appeared to speak: John Moore , Woodhill Development Co. , 6685 Owens Drive, Pleasanton, described the project and its history, and commented on the acceptance of the trail by County Service Area R-7A; concerns of the neighbors regarding fencing, placement of the trail staging area, and road dedication, and requested changes in the conditions; Norma H. Anderson, 2081 Miranda Avenue, Alamo, commented that she did not object to the proposed development and expressed concerns including the staging area, easements, and fencing; Lee Bannister, 1901 Miranda , Alamo, expressed concerns including the staging area location and maintainence; Bob Doyle, 11506 Skyline, Oakland, representing East Bay Regional Park District, commented on the appropriateness of the staging area and the design of the project; John Moore spoke in rebuttal. The Chairman closed the public hearing. Mr. Schroder commented that the project has come a long way and recommended introduction of the ordinance to rezone land and approval of the development plan according to staff recommendation and the San Ramon Valley Area Planning Commission recommendation and inclusion of the amended conditions . He addressed the County' s responsibility in accepting the maintainence and liability of the trail through County Service Area R-7A. l Supervisor Powers recommended that the hearing be closed and that the Board declare its intent to approve the applications filed by Bissell & Karn, Inc. and Woodhill Development Co. (Signature Properties) to rezone land (2661-RZ) and Development Plan 3005-85 in the Alamo area with amended conditions, including accepting the trail and direct staff to prepare the appropriate documents for the Board' s consideration on the determination calendar at a later date. Supervisor Torlakson requested that staff be directed as a part of this recommendation also to add language dealing with the question of P2 and the design of police services according to various policies that might be adopted in con- sultation with the Sheriff.
