APPROVE and AUTHORIZE the Risk Manager, or designee, to execute a contract with BELFOR USA Group Inc.
in an amount not to exceed $500,000 for remediation of damage to the District Attorney Building located at 900
Ward Street, Martinez due to the Napa earthquake and flooding for the period September 1, 2014 through December
31, 2014.
FISCAL IMPACT:
Up to $500,000. The source of funding will initially come from the County General Fund pending final determination
of additional cost recovery options.
BACKGROUND:
On Sunday, August 24, 2014, a 6.0 magnitude earthquake centered in American Canyon resulted in damage to
various County buildings. The most significant damage was centered at the District Attorney Building located at 900
Ward Street in downtown Martinez. The earthquake related damage resulted in substantial flooding in the building to
various workspaces, electrical closets and the onsite computer server room. After initial water remediation efforts in
the days immediately after the earthquake, it was determined that a remediation company specializing the large scale,

BACKGROUND: (CONT'D)

Today's action approves a contract with BELFOR USA Group Inc., a multi-national commercial remediation
company, to assist the County with the restoration of 900 Ward Street, Martinez. BELFOR has been onsite since
Thursday, September 4th working with Risk Management, Public Works-Capital Facilities and DA Office staff to
facilitate relocation of employees, remediation of water damage and restoration of work spaces. Preliminary reports
are that the restoration work will continue into October 2014.
CONSEQUENCE OF NEGATIVE ACTION:
The contract will not be approved for emergency services currently being rendered at 900 Ward Street - Martinez.
