COO R"1}�� Referrals Regarding Child Care 1.1� �1� SUBJECT: SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS: 1. Ask the Family and Children' s Services Advisory Committee, in conjunction with the Child Abuse Prevention Council, to sponsor a workshop with the child care providers in the County to discuss the nurturing needs of children and appropriate ways in which child care providers can meet those needs. 2 . Approve the directions being taken by the Internal Operations Committee. 3 . Leave this matter on referral to the Internal Operations Committee. BACKGROUND: Our Committee last reported to the Board on this subject August 19, 1986. At that time, the Board approved a number of recommendations for additional actions to be taken. On October 13 , 1986 our Committee met with the Children' s Council, a number of child care providers in the County, the Director of Personnel, and other staff, to update ourselves on the referrals which had been approved on August 19. We have scheduled an additional meeting of our Committee on November 24, 1986 to receive reports back on a number of items, including: 1. A survey of County employees in East and West County to determine their unmet child care needs. 2 . The development of a sliding fee schedule for County employees which could be negotiated with employee organizations and provided as an additional benefit to County employees; 3 . A report on available child care resources in the Martinez area and the cost of child care. A meeting with representatives of "Cal Care" concerning insurance rates as they affect the availability of child day care facilities. 5 . A proposed development fee, or other options, for mitigating child care needs. Our Committee received preliminary information on each of these items, but have requested additional data from staff. In terms of a sliding fee schedule, we are particularly concerned with insuring that quality of care be a significant factor, along with family or individual income and the number of children in the family requiring child care. The survey of employees in East and West County has been completed, but it is necessary to summarize the data resulting from the survey for presentation to our Committee. The Director of Personnel reported that from a preliminary review of the data, it appears that the results are similar to the Martinez survey and showed a definite unmet need for child care. One 'item brought to our attention by the child care providers is the reluctance of many providers to stay in business because of the recent child abuse allegations which have been directed at child care providers. Providers are frequently uncertain how far they can go in physically comforting a child, or even in changing a child' s diapers because of the risk they may face from unwarranted allegations by parents or others in the community. We are, therefore, suggesting that FACSAC and the Child Abuse Prevention Council schedule a workshop with child care providers and talk about the ways in which the nurturing needs of children can be met without running the risk of being accused of having sexually abused a child. A further report will be made to the Board following our November 24 meeting.
