HomeMy WebLinkAboutMINUTES - 09232014 - C.23RECOMMENDATION(S): CSA P-2B (7657): APPROVE Appropriation and Revenue Adjustment No. 5011 authorizing new revenue in the amount of $31,000 in County Service Area P-2B (Alamo) (7657) and appropriate in for the purchase of two Radar Feedback Display signs and funding for a Crossing Guard for Alamo Elementary School. FISCAL IMPACT: This action increases revenue and appropriations by $31,000. There is no change in net county cost. BACKGROUND: The Alamo Police Services Advisory Committee (APSAC) has authorized the purchase of two radar speed signs using APSAC funds board funds. The signs will be installed on Danville Blvd. between Las Trampas and St. Alphonsus. The agreed placement was coordinated with Public Works. Currently, there are no traffic calming measures on Danville Blvd. Citizens in Alamo have long complained of speeding cars on Danville Blvd, particularly as vehicles enter into the Alamo commercial area. Livingston, Sheriff-Coroner Date:September 23, 2014 Contra Costa County Subject:Appropriation Adjustment - P2b Alamo Purchases BACKGROUND: (CONT'D) Funding for the signs will come from APSAC’s Traffic Safety Fund. Over the past few years, there have been ongoing safety concerns with students being able to cross safely at the crosswalk located at Livorna Rd. and Wilson Rd. In 2012, the crosswalk had enhanced safety measures installed. These included a flashing yellow light at eye level and crosswalk beacons with a pedestrian activated button located at the ends of the crosswalk. Despite these improvements, the crosswalk is still deemed dangerous by Alamo Residents, the San Ramon School District and the County Supervisor’s Office. During the APSAC meeting on August 4, 2014, the advisory board members were told by County Supervisor Anderson’s office that the San Ramon Valley School District would be willing to hire a crossing guard if the APSAC agreed to pay for the position until a traffic signal could be installed at the location. The traffic signal installation is projected to be completed sometime during the 2015 school year. The APSAC advisory members approved the request to fund the crossing guard. CONSEQUENCE OF NEGATIVE ACTION: The Sheriff's Office will be unable to fund the acquisition of the radar speed signs and a crossing guard. CHILDREN'S IMPACT STATEMENT: No fiscal impact.
