BACKGROUND:
See attached memo from Art Miner, Executive Director, Private Industry Council.
Our Committee has carefuly reviewed the recommendations of staff and the
qualifications of the nominated candidates, as well as the distribution and
balance of the P.I.C. Based on this review, we believe that the above
recommendations will provide the best possible balance to the P.I.C., retain
qualified and interested members, and improve the geographic and ethnic balance
of the P.I.C. , and we urge the Board to approve our recommendations.

SUBJECT PIC APPOINTMENTS
The Board needs to make nine appointments to the PIC for positions whose two
year terms expired on 9/30/86. The PIC consists of 20 members of the following
composition:

Rehabilitation 1
The JTPA legislation requires the Board make its appointments from among
individuals nominated by organizations represented by each category. The
composition of the PIC is subject to review by the Governor, who periodically
certifies that our PIC is consistent with Federal and State legislation. State
legislation requires PIC vacancies to be filled by the Board within 60 days.
In staffs opinion the current PIC is reasonably representative. However, we
could use increased East County, San Ramon Valley Area, Hispanic, and female PIC
representation.
The PIC has no specific advice for the Board. The general PIC position is that
the Board should give consideration to the expertise of incumbents nominated for
reappointment; and that the Board should only appoint individuals that are
willing to volunteer the necessary time to ensure the PIC remains a viable
organization. For current PIC members renominated, staff has reviewed
statistics for full Council and committee meetings for the last 12 months.
Staff would consider attendance at less than half of PIC meetings to be a
significant factor for consideration by the Board. All current members standing
for reappointment have attendance records better than 509; also all seeking
reappointment are eligible under the PIC Bylaws, since none have served three
full two year terms.

The PIC Chair specifically requests the Board to recognize the value of previous
experience in light of previous program success and with the goal of maintaining
PIC member consistency and expertise given the major new program charge of
coordinating JTPA activities with the GAIN legislation.
The Board will have a total of 9 appointments from among 19 nominees with the
following distribution:

REHABILITATION CATEGORY - 1 appointment
There is one nomination for the Rehabilitation position - Robert Mathews,
District Administrator for the State Department of Rehabilitation. He was
nominated by the State and he was also nominated by the Mt. Diablo
Rehabilitation Center. His attendance has been 60% and staff is unaware of any
reason why the Board should not reappoint him to the PIC. Nominations from 20
rehabilitation agencies were solicited. His personal data sheet is attached.
ECONOMIC DEVELOPMENT - 1 appointment
There is one nomination for the Economic Development position - Thomas Lafluer,
Executive Vice President of the Pittsburg Economic and Housing Development
Corporation. Mr. Lafluer has not previously served on the PIC. He is a
resident of Pittsburg and his agency is officed in Pittsburg, giving the PIC
needed East County representation. Beside PEHDC, staff solicited nominations
from the county and city planning departments. His personal data sheet is
attached.
LABOR CATEGORY - 1 appointment
There is one nomination for the Labor position - Dave Platt, Assistant General
Manager of Contra Costa Employees Association Local No 1. He has chaired PIC
committees, is currently the Chair of the Planning Committee and a member of the
Executive Committee. He has assumed an active leadership role, his attendance
record is better than 75%. Staff is unaware of any reason why the Board should
not reappoint him to the PIC. Labor nominations were solicited from nine local
labor organizations, all of which were informed of his interest in renomination.
His personal data sheet is attached. (The current incumbent of the other labor
position is Colleen Swift, Union Representative of Communication Workers of
America, Local 9402, who was nominated by the Central Labor Council.)

EDUCATION CATEGORY - 1 appointment
There are two nominations for the Education position, John I. Carhart, Chancellor,
Contra Costa Community College District, and Robert Krumm, Micro Computer Schools,
Incorporated. (The current incumbent of the other education position is Dr. Ron
Stewart, Contra Costa Superintendent of Schools.) Dr. Carhart is an incumbent
standing for reappointment, his attendance record has been over 65% and he was
nominated by the Community College District, County Office of Education and Martinez
School District. Mr. Krumm's nomination has been endorsed by Thomas Goren, CPA, and
Eric Ornas, PACTEL. Education nominations were solicited from all public and private
county high schools and colleges, and from proprietary vocational schools. Personal
data sheets are attached.
BUSINESS CATEGORY - 5 appointments
The business representatives were nominated by the County Chambers of Commerce, with
Walnut Creek compiling the list. Attached is a list of the 14 business nominees,
copies of their personal data sheets and endorsements.
Four of the current PIC members have been nominated for reappointment. Staff
believes the Board would be well advised to seriously consider reappointing all
four, whose individual attendance records equal or exceed 70%.
Barbara Shaw is the current PIC Chair, she has been a very active PIC member, and a
strong supporter of the public-private partnership. William Maz6tti is the Chair of
the Oversight Committee, he has assumed a leadership role, and he is a resident of the
San Ramon Valley - our only current PIC member from that area. Uda Johnson is the
Chair of the Proposal Review Committee. She has also worked toward inter SDA
standardization of OJT practices, and she represents a major County employer - the
Bank of America. Barbara Mitchell was the former Chair of the Planning Committee, she
has some special expertise and interest in youth employment - particularly special
education and disabled youth.
Unfortunately there are more excellent candidates than openings. Beside previous PIC
expertise, other factors for Board consideration are representation. None of the
candidates are identified as Hispanic, the only major minority group not currently
represented. The current PIC membership is 25% female, our client population is
approximately 60% female. If the Board reappoints the current PIC business members,
it should consider the two new female applicants for the fifth position. Alita
Fischer is a West County businesswoman and resident. We currently do have two small
West County business representatives (Alvarado Bank and BABCO) and four West County
residents. Julie Croce is employed in Central County, but her employer (Wells Fargo)
does operate in the San Ramon Valley and she is a resident of the San Ramon Valley.
She is a new nominee.
There are also several good male candidates. Eric Frank is a volunteer small business
counselor for the PIC program, he is semi-retired but does some private consulting
work and is recommended by the Walnut Creek Chamber. John Mathies is a former CETA
PIC member, although his, attendance could have been better. Robert Roman is a new
nominee, he is interested in the PIC, has volunteered in SBA loan activity and is
supportive of PIC goals. Bob Faris, a resident of Pleasanton, is endorsed by the
Walnut Creek Chamber. Roy Elliott is a former PIC member, now that he has
transitioned to the Civic Bank of Commerce he again has time available for PIC
activities and has assisted our small business workshops. Geoffrey Albertson is a new
nominee referenced by the Walnut Creek Chamber.
