SUBJECT: Sprinkler Systems Available as an Option in New
Residential Developments
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1 . Direct County Counsel; Director of Building Inspection;
Chief, Consolidated Fire District, and Director of Community
Development to meet and determine the most appropriate
vehicle for requiring that developers make available
sprinkler systems meeting certain criteria to be specified
by staff as an option in new residential developments.
2. Direct staff to return a report on this subject to the
Internal Operations Committee at their earliest convenience.
3 . Leave this matter on referral to our Committee.
BACKGROUND:
On September 23 , 1986, the Board referred to our Committee a
recommendation from Chief Maxfield that sprinkler systems be made
available as an option by developers in new residential
developments. Our Committee met with Chief Maxfield, Chief Lucas
from Moraga Fire District, the Mayor of Moraga, County Counsel,
Building Inspection, and the Building Industry Association on
October 13, 1986 .
There are clearly pros and cons on the value of sprinkler systems
in reducing property loss and in reducing fire insurance
premiums. BIA representative Tony Curtola advised us of a survey
he had made of insurance companies, most of which reported that
they do not reduce insurance premiums for residences which
install sprinkler systems. Some insurance companies do, and
Chief Lucas and Chief Maxfield indicated that the Insurance
Services Office advocates a 10%-15% reduction in rates for
residences which install sprinkler systems.
We believe that the Board should require developers, as a
condition of approval of all new residential developments, to
make sprinkler systems available as an option. If the buyer does
not want to spend the additional funds to pay for a sprinkler
system, they would not have to. But, it would be available as an

We are, therefore, recommending that the Board direct staff to
meet and discuss this subject thoroughly and then present a
report to our Committee on how we might impose such. a
requirement on developments in the unincorporated area of the
County.
