REMOVAL OF COMMITTEE REFERRAL ITEMS
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Remove 14 items from the list of Finance Committee referrals that are
listed below.
BACKGROUND:
The Committee reviewed its list of referral items at its October 13 meeting
to determine if further action is necessary or if removal is in order. The
following referrals are recommended for removal for the reasons indicated:
1. Productivity Evaluation
Report provided to Committee on November 5, 1985 and to the full Board
on December 17, 1985, February 4, 1986, May 6, 1986, and July 21,
1986.
2. Cost Incurred for Community Participation in Growth Management Plan
and Presentation of Quality of Life Policy
Report provided to Committee on December 10, 1985 and full Board
approval of additional monies for General Plan update in August.
3 . Identification of Resources for Supplementing the Older Citizens Legal
Assistance Program
Discussed at Budget Hearings with full Board deciding not to provide
monies to Contra Costa Legal Services Foundation.
4. Funding for Library System for City of Hercules
Report provided to Committee on September 22, 1986 and Committee
decided to remove item from referral list.
5. Proposal to use Civilian Technicians for Process Serving
Incorporated into the Sheriff-Marshal consolidation study.

6. Funding for Line A, Drainage Area 29H, Oakley Area
Committee report to full Board on August 19 and full Board acted upon
item September 2, 1986.
7 . Proposed Budget for Human Relations Commission
Report provided to Committee on July 8 and August 19, 1986. Full
Board adopted ordinance on September 16 establishing Commission and
authorized the CAO to seek grant funds for financing.
8. Proposed Policy Relating to Provision of Services for Children and
Adolescents
9. Review of Linkage Model
Both referrals are on the subject of the linking model. Committee
discussed item on August 18, 1986, Board referred item to HSAC on
August 19, 1986 with a requirement to report back to the full Board by
November 18, 1986.
10 . Letter from Concerted Services Project
Report provided to Committee on September 22 and Committee decided to
remove item from referral list.
11. Cost of Operating New Detention Facility
Incorporated into referral titled "funding for study on staffing
requirements for detention facilities" .
12 . Funding Request of Court Appointed Special Representative Program
Committee recommended to full Board on April .7 that item be considered
at Budget Hearings. Board adopted recommendation and incorporated the
item into the Sheriff-Marshal consolidation study during the hearings.
13 . Center for Human Development
Full Board approved additional funding at Budget Hearings.
14 . Office Space for Familia Unidas
Committee action on October 13, 1986 incorporates this item into the
overall capital project plan to be presented the Board in the near
future.
