HomeMy WebLinkAboutMINUTES - 09162014 - C.32RECOMMENDATION(S): APPROVE and AUTHORIZE the Conservation and Development Interim Director, or designee, to execute a contract amendment with Environmental Science Associates (ESA) increasing the payment limit by $80,268 to a new payment limit of $201,148, for the continued assistance and technical services to complete the Phillips 66 Propane Recovery Project Environmental Impact Report. FISCAL IMPACT: No impact to the General Fund. The cost for preparing the Environmental Impact Report is charged to the project applicant. BACKGROUND: The Department of Conservation and Development received an application from Phillips 66 Company requesting approval of a Land Use Permit for the Propane Recovery Project. The Department determined that this project required the preparation of an Environmental Impact Report (EIR) pursuant to the California Environmental Quality Act. The increase in the payment limit covers the technical assistance and additional meetings related to the preparation of the EIR for the propane and additional butane recovery project within the Rodeo Refinery, for the period September 27, 2013 to September 30, 2014. CONSEQUENCE OF NEGATIVE ACTION: The Department will be unable to complete the environmental review of a pending application.
