SUBJECT: Family Stress Center
SPECIFIC REQUESTS) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
1 . Approve in concept use of available land on Commerce Avenue
in Concord for construction of a permanent facility for the
Family Stress Center.
2 . Direct County staff to proceed with further exploration of
the technical aspects of use of the Commerce Avenue
property.
3 . Request that the Family Stress Center staff explore funding
sources to supplement available County funds for
construction of a facility.
BACKGROUND
The Family Stress Center Board has requested use of a parcel of
county-owned property for construction of a permanent facility
for their operations. The Stress Center has been operating from
a school building in Pleasant Hill leased from the Mt. Diablo
School District since the original building purchased by the
County was taken by the Concord Redevelopment Agency.
The funds from the sale of the original building were placed in a
special fund for replacement of the facility. Interest earnings
on the available $300, 000 are being used to pay the lease costs
for the Family Stress Center.
The Committee reviewed the use of a portion of the Blum Road
Corportion Yard site and the property on Commerce Avenue adjacent
to the detox facility. The Commerce Avenue site appeared to be
preferred for the Family Stress Center due to location, community
acceptance and compatibility with adjacent activities. There may
be technical .complications to the proposal which must be reviewed
further by the General Services Department staff.

FINANCIAL IMPACTS
The preliminary estimate of cost for a new facility is
approximately $500,000. The Family Stress Center representatives
will seek funding from private foundations for the $200,000
additional requirements over the available County funding. The
site would be proposed to be leased to the Family Stress Center
at $1. 00 per year and the Family Stress Center would be
responsible for all maintenance and operational costs of the new
facility when completed.
The cost to the County would be the loss of use of the site ( for
which a $120,000 option is being exercised) , the $300,000 which
has been set aside for replacement of the Family Stress Center
and the cost of staff time to bring the proposal to a full
project status.
The Family Stress Center continues to provide a valuable and
needed service to the County and the Committee recommends that
the preceding proposal be pursued for a permanent, county-owned
facility to house the program.
