HomeMy WebLinkAboutMINUTES - 09162014 - C.19RECOMMENDATION(S): Adopt Position Adjustment Resolution No. 21520 to add two (2) Mental Health Program Manager (VQDC) positions at salary level ZA5 1844 ($6708.50 - 8154.23) in the Health Services Department. FISCAL IMPACT: Upon approval, this action will result in an annual cost of approximately $315,989, including pension costs of $69,474. The position assigned to the Katie A. program will be funded through Mental Health realignment as well as Early Prevention, Screening, Diagnosis and Treatment funds. BACKGROUND: These positions are being requested for the Behavioral Health Division of the Health Services Department. One position will oversee the state-mandated Katie A. Program. Katie A. refers to a class action lawsuit filed in federal district court concerning the availability of intensive mental health services to children in California who are either in foster care or at imminent risk of coming into care. A settlement was reached in December 2011 which outlines how county mental health providers should address the needs of these children. The second position will be assigned to Behavioral Health Administration and will be responsible for overseeing integration activities across the system between Behavioral health and primary care. This will include developing and managing the clinical, information technology, and core infrastructure for integration at numerous locations county-wide, supervising staff in the physical health clinics, and serving as a liaison between psychiatrists and physical health primary care providers. CONSEQUENCE OF NEGATIVE ACTION: If this action is not approved, services to mental health clients may be adversely impacted and the department will have insufficient staff to support a state mandated program.
