ADOPT Position Adjustment Resolution No. 21511 to transition two (2) vacant Social Service Staff Development
Specialist-Project (X4S4) (represented) positions 15583 and 15584 at salary plan and grade
KZ5 1642 ($5,492- $6,676) to Social Service Staff Development Specialist (X4SK) (represented) into the Merit
System at salary plan and grade KZ5 1642 ($5,492 - $6,676) in the Employment and Human Services Department.
FISCAL IMPACT:
Approval of this position request will result in no increase in the department's NCC. The annual pension cost will be
$86,821.
BACKGROUND:
The Department is requesting to transition vacant Social Service Staff Development Specialist-Project positions
#15583 and #15584 into the merit system in order to appropriately classify them as merit positions. EHSD recently
reorganized the Staff Development Division and determined that Social Service Staff Development Specialist
positions are needed on a permanent basis to better support the training needs of the

BACKGROUND: (CONT'D)
department and meet the continuous changes in federal, state and local regulations. Additionally, the Department
is moving in a direction that requires training and professional development of all employees to enhance the
quality of service delivery. Through this process, it was determined that two additional permanent Social Service
Staff Development Specialist positions for the Training unit are needed.
CONSEQUENCE OF NEGATIVE ACTION:
If the Social Service Staff Development Specialist positions are not approved, it may result in a serious lack of
available staff to provide staff development training which may affect the quality of services provided to the
community.
CHILDREN'S IMPACT STATEMENT:
No impact.
